Sparks Developments is a carefully planned community designed to offer a welcoming and cohesive neighborhood environment. The development features thoughtfully designed green spaces and shared community areas that enhance its overall appeal. To preserve property values and maintain the long-term quality of the neighborhood, Sparks Developments has established specific covenants and restrictions that outline what can and cannot be done within the community. This page provides important information regarding those guidelines.

Covenants & Restrictions

The Sparks Developments Declaration of Restrictive Covenants serves as the master set of covenants governing all lots and phases within the community. Each phase’s specific covenants supplement the master declaration by including additional restrictions that apply to that particular area. Please note that these covenants include guidelines for siding materials, building setbacks, fences, outbuildings, and other property standards. All proposed improvements must be submitted to the Sparks Architectural Review Committee for approval prior to ordering materials or beginning construction.

City Ordinances

Homeowners’ Association

Sparks Developments’ roads, infrastructure, and park spaces are held in trust for the public and maintained by the City of Horace or the City of Horace Park District. However, all lot owners within Sparks Developments are members of the Sparks Homeowners’ Association, Inc., a not-for-profit corporation incorporated in North Dakota (Sparks HOA). The Sparks HOA is responsible for the ongoing maintenance and monthly usage costs associated with the irrigated and landscaped common areas. These expenses are assessed to all Sparks lots on an annual basis.
