Master Plan

Sparks Developments is a multi-phased, master-planned community located in the heart of Horace, North Dakota. Serving as a central hub of the growing city, the development is home to Horace City Hall, Sparks Park, and the West Fargo Hockey Association Arena. The master plan was thoughtfully designed to blend residential, recreational, and civic spaces — creating a connected, thriving community that brings people together while supporting the continued growth of Horace.
